It must be held by all foreign individuals who have economic, professional or social interests in Spain. It is important to remember that the NIE is not a residence permit but an identification number for a foreign individual in Spain. As we have already mentioned, the NIE is necessary to buy or sell a property in Spain (if you are a foreigner), to pay taxes on it or to contract water or electricity supplies for it. It is issued by the General Directorate of the Police or the Spanish Consular Offices abroad.
